Investor Recruitment & Attraction
The CLEDB will continue to work in partnership with all stakeholders, including Goose Bay Airport Corporation (GBAC), municipalities and the Labrador North Chamber of Commerce to develop and implement initiatives that will focus on positioning Happy Valley Goose Bay as the heart of economic development activity in Labrador serving as a transportation and business hub for resource development opportunities in the region.
1.1 The CLEDB will continue to enhance knowledge awareness in business opportunities related to various developments, such as Lower Churchill hydro, uranium and mineral exploration and 5 Wing Goose Bay through the facilitation of local meetings.
1.2 Regional Marketing Initiative Work with the Town of Happy Valley Goose Bay (HV-GB), Goose Bay Airport Corporation (GBAC), Labrador North Chamber of Commerce and other municipalities to develop a marketing plan for the regional marketing campaign and to implement the plan once it is complete.
1.3 Northern Lights Continue to support North Link and participate on the planning committee of the Northern Lights Conference. Identify with the planning committee the role and responsibilities of CLEDB and perform them as outlined in the Integrated Business Plan (IBP).
1.4 Expo Labrador - Continue to support the Expo Labrador Committee and participate on the planning committee of the 2010 Expo Labrador event, identify CLEDB responsibilities and perform them as outlined in the Integrated Business Plan (IBP).
1.5 Small Business Week Continue to deliver Small Business Week activities to strengthen awareness of SME's in the region.
1.6 Goose Bay Management Plan Work with key partners in the region to review the Goose Bay Management Plan dated April 2006 and identify and implement recommendations that will better position Happy Valley - Goose Bay as the hub for Labrador and "Gateway to the North".

- LCol Bowerman met with the Board in January to discuss the planned exercise for the summer of 2010 and to request support from the Board.
- Informal discussions held with Nalcor (in partnership with LNCC and HVGB) in February regarding future community consultations on the Lower Churchill Project. A list of local venues and best practices in publicity/advertising in the region was developed by the CLEDB and provided to NALCOR. Small Business Week may provide an avenue for NALCOR to present business opportunities at the open house during that time.

Tourism
The CLEDB will ensure the Lake Melville area is well positioned to take full advantage of the growing provincial tourism sector by continuing to strengthen the partnerships with stakeholders such as Destination Labrador, Labrador Lake Melville Tourism Association (LLMTA), and other stakeholders.
1.1 The CLEDB will lead the development of a regional tourism strategy for Zone 3. The CLEDB will consult with all stakeholders in the region and compile a plan that is consistent with the strategies of Destination Labrador and the Department of Tourism, Culture & Recreation.
1.2 The CLEDB will continue to partner with the LLMTA to provide assistance with administration, financial reporting and funding applications as required.
1.3 The CLEDB will continue partner with Destination Labrador and other stakeholders to maintain an active participation in CANAL by maintaining and enhancing information packages on shore excursions for cruise visitors and assist with the coordination on onsite activities.
1.4 The CLEDB will partner with local municipalities in planning the 2011 Labrador Come Home Year Celebrations as well as assist in developing proposals for submission.

- Public strategy was held in January with morning for Businesses and afternoon for Non-Profit organizations. Other groups and businesses have been contacted for input. Notes have been compiled. Next session to be held in April.

Youth
The CLEDB will continue to build capacity in the youth of Central Labrador and ensure young people have the necessary tools and information to allow them to make informed decisions about present and future educational, training and career opportunities in Labrador.
1.1 The CLEDB will continue to host the Community Youth Network (CYN) office and provide mentorship and supervision of staff. The CLEDB will also provide the CYN with entrepreneurship information and assist with the group's newsletter.
1.2 In partnership with Human Resources, Labour and Employment (HRLE), the CLEDB will provide presentations on leadership, teamwork and employability skills to participants in the Linkages Program in Central Labrador.
1.3 The CLEDB staff, in partnership with the Labrador Friendship Centre, will facilitate the delivery of Junior Achievement programs to students in Mealy Mountain Collegiate and Queen of Peace schools and provide resources to Enterprise Education programs as required.

1.2 The CLEDB will continue to raise awareness of its mandate and objectives by submitting monthly articles to the Chamber's newsletter, advertising upcoming events on local community channels and by updating the CLEDB and ExploreLabrador websites.
1.3 The CLEDB will continue to review and update its policies and procedures manual as necessary to better reflect its mandate and board structural changes and ensure all subcommittees are active.
1.4 The CLEBD board and staff will meet quarterly with staff from ACOA and INTRD to review previous quarter activities in relation to planned activities and to review and revise, if necessary, the IBP and action items in order to ensure targets are achieved.
1.5 The CLEDB board and staff will meet with the municipalities of North West River and Happy Valley - Goose Bay on a regular basis to discuss ongoing initiatives and partnering opportunities.
1.6 The CLEDB will provide professional development opportunities for staff and board volunteers including the delivery of at least one community capacity building module with volunteers and staff.
1.7 The CLEDB will review and evaluate the board's participation in the Big Land Fair to determine the benefits of the event in relation to the amount of staffing resources allocated for its planning and delivery.
1.8 The CLEDB will adhere to governance policy/by-laws as approved to ensure consistency with transparency, inclusiveness, stakeholder engagement and accountability.

1.5 The CLEDB board and staff will meet with the municipalities of North West River and Happy Valley - Goose Bay on a regular basis to discuss ongoing initiatives and partnering opportunities.
- Formal request has been sent to Municipality of North West River to fill vacant seat (Mayor McLean was required to vacate as he has completed 6 years of service)

- Surveys continue to be distributed to the general public for input.
- Meetings with Lake Melville Agricultural Association are planned to discuss their participation and involvement in the planning of the event.
- Funding Applications are being developed for Canadian Heritage and Growing Forward.
1.8 The CLEDB will adhere to governance policy/by-laws as approved to ensure consistency with transparency, inclusiveness, stakeholder engagement and accountability.
- Annual General Meeting held March 30, 2010. Election of At Large Director at that time. Two directors left the board because they had fulfilled 6 years of service.
